2007年12月10日，西安世界园艺博览会筹备委员会办公室成立。
2008年10月26日至31日，西安市委常委、[url=https://baike.baidu.com/item/%E5%B8%B8%E5%8A%A1%E5%89%AF%E5%B8%82%E9%95%BF/10501704?fromModule=lemma_inlink]常务副市长[/url]董军率团参加在[url=https://baike.baidu.com/item/%E9%98%BF%E8%81%94%E9%85%8B/149534?fromModule=lemma_inlink]阿联酋[/url][url=https://baike.baidu.com/item/%E8%BF%AA%E6%8B%9C/338534?fromModule=lemma_inlink]迪拜[/url]召开的第60届国际园艺生产者协会年会，大会审议通过了《西安世园会总体策划方案》和《西安世园会概念性规划方案》。11月10日，西安世园会建设[url=https://baike.baidu.com/item/%E5%90%AF%E5%8A%A8%E4%BB%AA%E5%BC%8F/10837901?fromModule=lemma_inlink]启动仪式[/url]在西安浐灞生态区广运潭景区举行。
2009年9月上旬，西安世园会会徽设计全球征集结果揭晓，“长安花”被确定为西安世园会会徽。9月14日至17日，在第61届国际园艺生产者协会年会审议通过了《西安世园会总体方案》和《西安世园会修建性详细规划与主要建筑设计方案》。
2010年3月24日至28日，国际园艺生产者协会春季会议在泰国[url=https://baike.baidu.com/item/%E6%B8%85%E8%BF%88/1874866?fromModule=lemma_inlink]清迈[/url]召开。大会审议通过了《西安世园会国际竞赛方案》，并确定西安世园会举办时间为2011年4月28日至10月22日，会期178天；6月3日，西安世园会主要建筑成功封顶；9月30日，西安世园会志愿者招募启动仪式举行；11月15日，西安世园会[url=https://baike.baidu.com/item/%E5%8F%B0%E5%8C%97/198895?fromModule=lemma_inlink]台北[/url]展园正式进场施工。至此，西安世园会109个室外展园全部开工建设。12月16日，西安世园会园区主要工程建设全部完成。
2011年4月28日，2011西安世界园艺博览会举行开园仪式，正式开园迎宾。
